It is there cause it is part of the official distribution and that is currently version frozen since 11.3 release is around the corner.
afaik: - It's not a KDE application (as in 'not part of KDE svn/git') - It's not a dependency for anything in :Desktop.
Shouldn't it be in :Community instead ?
Community is for community maintained kde / qt packages that aren't in the distro. Before, you ask, yes, currently there is also stuff in there that is in the official distro but that is only temporary in there until factory isn't frozen anymore so the packages in kkfd can get version updates (after 11.3 release).
