There are no spacer widgets in the default panel, so surely you don't need spacers to "get back to normal". When I created the new panel, following the info from Kernel Linux, it never offered to allow choosing a default. As soon as I clicked add panel, it did and it was blank. As for the tooltips you can disable taskbar tooltips via right click -> taskbar settings -> uncheck "show tooltips"
The rest of the tooltips I don't think you can disable.
