Yes, YaST /etc/sysconfig editor is not quite as intuitive, but the /etc/sysconfig way of configuring thing is well entrenched in SUSE. The only solutions are to hack the KDM configuration module to modify sysconfig (major change from upstream) or disable it (as is done now).
Except it isn't really disabled, you can use it just fine, it just doesn't do anything, it fails silently (there is no indication that your changes will have no effect). If it doesn't work and isn't going to work, it should probably be removed. A third solution would be to make some changes to make the system configuration module more configurable by distributions then push those patches upstream, although this would of course be more work. Currently the installation of themes through the kcm module works, you just can't select the themes.
