The German parts are the independently packaged Konqueror KCMs.

I checked a little further the po files in the source tarball and this
is what is indicated:

This is the German translation included. This means that the Official
0.4 tarball has been released with outdated translations, which are
causing the issue that you are indicating.

So having cleared that this is not a packaging issue, I will add the
latest status of the translations to the package.
