I am not questioning if SVN is fully translated or not. I just packaged
what comes with the rekonq-0.4 sources. Did you ever compiled the
released 0.4 soure, to see if it is a packaging error or maybe that an
older version of the translations has been shipped with the 0.4
sourcecode ?
My system is complete in English, so I would not be able to test this.
If it is indeed a mistake in the sourcecode, then we could request maybe
a new release of 0.4 with the updated translations.
Alternatively I could create a tarball from SVN, however this one I can
only place in Playground as it is not officially released.

Dear Markus,
What did you draw the conclusion that the language files are not
packaged?
The fact that on my installation Rekonq is English instead of German, even
though I never manually set it to English.
Rekonq is fully translated to German in SVN (since I am one of its
translators
I know for sure ;) )
See: http://bayimg.com/calpoAACd
The German parts are the independently packaged Konqueror KCMs.
