It is a folderview widget. Right-click on the desktop, click "Add Widgets", find folderview or folder view in the window that pops up, and drag it to the desktop.
The easy way is to just drag the folder from eg Dolphin (or any other file manager with more UI than mc) to the desktop and select "folder view" on drop. The folder used for this by default is $HOME/Desktop.
