Because chroot is used, this BUILD_ROOT="/" is the root of chroot, so you'll only harm everything under the chroot (and who cares). If your chroot is /var/tmp/build-openSUSE_11.1 and you chroot to it, than with BUILD_ROOT="/" everything under /var/tmp/build-openSUSE_11.1 will be gone (if you use 'rm -rf').
