I don't understand the "versions of both packages are not strictly needed,
but we want to pull the supplied packages" - if it's not needed leave them
out and the KDE:Backports build will install on older distros too. Or do
you want to say that these packages are not needed themselves but only their
dependencies? Then only add the separate depencies please...

And in "both requirements are not strictly needed, but we want to pull the
supplied packages" cases usually "Recommends:" is used.

Packaging fixes can be done until RC phase at least. Today is only version/ 
late feature/string freeze followed by crypto freeze on Monday. :-)
