I like the idea, but I understand it as "kde artists working together 
with distris to make something that fits distributions' other branding 
requirements" rather than a simplistic "take what we're given".

I'm probably to blame for asking Nuno if he would consider doing a 
openSUSE color-schemed version of a wallpaper I liked.

There is a private kde packagers' list, private because security issues 
are sometimes discussed there before public disclosure.  I am working 
towards a more general kde-distribution list where we can cooperate on 
solving distribution issues too, but I need to get that moving again.
