Okay.
I am trying to help someone from/on the German (opensuse) mailinglist. He
misses some feature(s) in the KDE4 printer dialog that were available in
kprinter of KDE3.
That is, he has psutils installed and wants to print booklets. In kprinter
of KDE3, there were the so called "Filters", including a special one for
psbook for printing booklets. While I can find the psnup filter equivalent
in the KDE4 printer options, there seems to be no possibility to print
booklets via psbook.
Now, he read about the new system-config-printer-kde and hoped that the
feature was implemented there. So, we puzzled about the empty kdeadmin4 that
should include it...
BTW, I think the following bug report wants to achive the same thing:
http://bugs.kde.org/show_bug.cgi?id=179468
Although the reporter talks about kpdf custom filter, I think he actually
means kprinter.

Hello!
According to the last entry in
http://techbase.kde.org/Schedules/KDE4/4.2_Feature_Plan#Other since KDE
4.2.2 kdeadmin4 should contain system-config-printer-kde. However,
kdeadmin4 of KDE:/42/openSUSE_11.1 contains virtually nothing.
The package does not have the necessary Python dependencies listed and
therefore system-config-printer-kde is not built.
Okay.
Why don't you simply use Yast?
