If you look at old meetings regarding themes such as here:
http://en.opensuse.org/KDE/Meetings/2008_02_27-transcript you can get a
general idea for what to expect when talking themes.
As for art; jimmac is the man. In the past he had no plans for a plasma theme
but that could be discussed again, I'm sure.
There will be a session on theme discussion during community week as well.

Personally, I feel there are many more important things than themes to
discuss. I also understand a lot of people take this topic seriously. That's
why it's at Community Week. Join in on the fun!
