I'm using kde 4.2.1 with a UK layout and I have the same (lack of) choice.
In the Configure Desktop - Computer Administration - Keyboard and Mouse, the 
choices are as above: Mouse, Joystick, Standard Keyboard shortcuts, Global 
keyboard Shortcuts.
