Hello,
I don't have this problem. When I upgraded from KDE 3 (openSUSE 10.3) to
KDE4.2.1 (openSUSE 11.1) I didn't transfer any files, I just imported mailbox
in (~/.kde/share/apps/kmail) into Kmail 1.11.1 in KDE4.2.1
Try undoing your changes and then recreate each Receiving account. Then see if
your drop-down list for "Check Mail" is still empty.
As for the Reply and Forward list, I have no idea. I would have thought those
were not bound to your mailbox? Perhaps, after your undo your changes start up
kmail and see if they are still empty.
In case it makes a difference, I use kmail via kontact.

Hey!
I migrated my KDE3 KMail settings to KMail 1.11.1 (KDE 4.2.1 "release 104")
by moving the corresponding files to ~/.kde4 and everything seems to work
fine now.
However, if I press and hold the "Check Mail" icon, there is no drop-down
list. The same holds true for the "Reply" and "Forward" icons. Can anyone
confirm this problem?

The trouble with the rat race is that even if you win, you're still a rat.
