Both are configurable through the "System Settings" application,
"General" tab.

Excuse me sir, and thank you for replying. I have yet to be able to find
the elusive "System settings" in either the old classic menu or the new
"Kickoff" menu, or by right clicking on the desktop. I guess I need some
very basic guidance here. Seems as though 4.2 is not very intuitive to me,
at least. Either that or I just don't have it for some reason. Running 11.1
and KDE4.2

Alt-F2 to open Run Command window.
Type in "systemsettings" (no quotes), press Enter and in few moments you will
have said System Settings.

It is Desktop Configuration or Configure Desktop in Kickoff (Main Menu).

Tab General is first that is opened.
In first row you can see Notifications icon, click it and in new frame select
application from menu Event Source and then you change notifications.

In a forth row you can see Keyboard&Mouse icon.
