Apparently not:

I then updated my KDE to the latest (as of March 3) factory version and 
still have the same behavior: No RMB, no widget borders after zooming 
out, no cashew in the top right desktop corner. I will update to KDE 
4.2.1 once it is available and will report back if the behavior is still 
present.
