Yes, Your are correct. I have set up mailing list management for several years 
now in that manner. I see the new message to  mailing list in the top menu 
but it is greyed out and unselectable, and yes, I am in a folder that 
contains a mailing list when I do that.  Not to worry though. I just right 
click on the folder and select new message from there. works fine. I was just 
adding my .02 cents worth.
