I think if it compiles moving to community is enough, it's not lost that way and people can easily take over maintainership if they want it, otherwise let it rot till it doesn't compile anymore (or decide in a general community cleanup movement).
But what with other stuff on list ? I think we should look on this problem from the user point of view, what repo should user add if he want install kde3 app and it's not in main repo ? - from previous discussions I understand kde:cummunity is only a playground and contrib is some kind of "better place", so after discussions it looks that better place is really contrib
That's how I understood it as well, I'd suggest moving most kde3 apps without port into contrib as long as they are usable, no alternative exists (ex. KInternet @Stefan Kunze) and they keep building
But then i see another question what repo should user add if he want install kde4 app ( like kde4-shutdown) and it's not in main repo ? kde4:community or contrib ?
Depends on the quality as well I think, same requirements should apply here as well. There are a lot of plasmoids which don't qualify qualitywise for contrib for example.
