Okay, I am one step further, I installed python-kde4 (strange, it is not
installed on openSUSE 11.1 though I chose KDE as desktop...) and now Liquid
Weather gets loaded without warning! BUT, it is still not visible on the
desktop...

I don´t run superkaramba, but have you tried native wheather plasmoid
from KDE4.2(i don´t remember how it´s exactly called)?
It´s easy to add it to the desktop. Just right click on the desktop ->
add widget
