The differences that come to my mind immediately are, KDE:Community

- builds against older distro releases (not only next upcoming)
- builds against other build service repositories (eg KDE 4.3 devel)
- everyone is owner of the repository and can add stuff unreviewed &
also modify other people packages
- development version of applications are allowed
- introducing new dependencies are allowed (at least not prohibited)
- there are no repository release freezes, no only testing periods
- there is no guaranteed maintainance / obligation for maintainer

=> KDE:Community is a playground and not Contrib:KDE
