I don't think that contrib is a right place for kde3 apps, it is a place for packages with no extra dependencies, I am little bit scare what happens when kde3 lib will be dropped ?
No, we currently have no plans to drop basic runtime environment for KDE3 applications (that is, kdelibs3 + kdebase3-runtime).
