It's just called "panel" now (but it is supplied by the "plasma" process).

No, it doesn't support button background tiles. As far as I can see, this
feature was silently dropped. You could try filing a wishlist request vs
application "plasma" at bugs.kde.org and see if it gets rejected or a
"could be possible". I don't expect there to be much enthusiasm for it
though, although from my understanding of how applets in the panel are now
painted, it is technically possible.

Ok, if I understand it correctly the panel is just a plasmoid as all other
plasmoids, so I could learn how to build my own plasmoid with the desired
feature :-) I heard there are binary plasmoids and ones based upon scripts, I
hope the panel is a simple script based I could modify...
