Sounds like what you are looking for is to create a second user.
Although you could conceivably login as the same user in a diferent 
desktop environment (gnome, fluxbox, etc) there is still a chance 
that you could create conflicts. By creating a second user you can 
do everything you are looking for without fear of conflicts.

To create a second user open yast as root, go to security and users 
and work through the steps.

Then you can easily login as the second user from your current login
        kde menu->switch user->start new session.

Alternately you can wait until kde4 releases its implementation, 
called something like tasks or functionalities or workspaces (can't 
remember right now)
Currently kde4 only lets you have 1 wallpaper though.
