<right> click on the "k-button" and select "edit menu", but this will
*only* edit the menu for the current user.  I do not know a way to
edit all users menu as they exist in the *users* home directorys and
are all possibly different.

Making a default and copying it to all users would probably be the
best approach, but I do not know which file is the menu, but it is
probably under ~/.kde/
