To answer your questions:

Yes, I can access the trash via the "Places panel in Dolphin and by entering 
"trash:/" in the Dolphin location bar.

The trashcan widget DOES work for different users on the same system. After 
logging out of X, I logged in on tty1, and renamed my plasma-appletsrc file so 
I, essentially, had no plasma-appletsrc file. I then logged into X. I put the 
trashcan widget on my desktop but still got the same error as before. So, I am 
still at a complete loss.

Any other suggestions are greatly appreciated.
