Does the trashcan widget work for a different user on the same system?
Maybe have a look at ~/.kde4/share/config/plasma-appletsrc or maybe try moving
that file to see if it'll work with a new config - (note that you have to
move/rename it while not in a kde4 session).
Works for me - so it's almost certainly an issue with your settings or your
installation.
