Yes, which is precisely why I posted it here :-). With regard to the
discussion, there seemed to be one person asserting the certain
highlight behaviour for a long time, and after a lot of pressure there
was eventually an apparent 'compromise' which is surely better than
how it was in stock kde4 before, but still inappropriate, inconsistent
and unnecessary IMO.

I like the outline box and it was chosen after a long discussion on
panel-devel so, while opensuse could patch their version, it is unlikely
that 'stock' kde will change back.
Yes, which is precisely why I posted it here :-). With regard to the
