I can't exclude anything as I'm tapping in the dark.
KDE is good as computer simply works, but when it comes even to cosmetic
problems like this, I'm out. I have no idea how KDE is started, what is
called first, where it looks for configuration, what is started next, and
so on.

In the meantime I deleted .kde and .kde4 and started KDE4 session again as
second session. Both files are created again, but GNOME foot is still
there. The KDE3 session that I'm using right now has no problems.

I don't know where to look for icon names in configuration files ie. how to
find the name of used icon.

The icon is called start-here. There is a kde specific version called
start-here-kde, but it sounds like your system is set to use start-here, and
is using some sort of gnome icon theme

You have all icons under /usr/share/icons

Where to configure the menu plasmoid to use a different icon I don't know. I
haven't started looking at plasma yet
