From the end user perspective I think b) is preferable, I'll leave the 
packaging perspective for others to worry about.

It just needs some descriptive word for the platform+desktop repo. 
Maybe "BASE" or "BASIS" or something, like: 

KDE:KDE4:STABLE:BASIS
KDE:KDE4:STABLE:APPS
KDE:KDE4:STABLE:Community

KDE:KDE4:UNSTABLE:BASIS
KDE:KDE4:UNSTABLE:APPS
KDE:KDE4:UNSTABLE:Community
