I consider this as a web UI issue actually. It is really easy to link
packages via the "create a source link" button. But it is way harder to see
how you can reuse directly another package (via target modification or via
the expert target add page.)
This is definitive something we need to improve. My first guess would be to
add a generic "Add new package" wizard, which could offer the following
items:
* Create own new source package.
* Reuse packages from other project builds (this would need to modify the
target definition later on)
* Rebuild source from other project. (WARNING: will affect your quota)
* Copy in build package from other project and republish it. (WARNING:
will affect your quota)
