You can do this via command line: 

sudo zypper ar 
http://download.opensuse.org/repositories/KDE:/KDE4/openSUSE_10.3/ "KDE4 
Build Service" 

Or, bring up the run command and type Software and it'll search for programs 
starting with software. You'll see software repositories listed, add it, then 
again do it again for software management.
