That doesn't say much, since we increment the release number for a given 
version all the time as we add patches and fixes to packages, also, different 
SUSE distro versions of a package could have the same version number but 
entirely different patches.
Anyway:

openSUSE 10.2 release:  4.2.1-21, patch not present
openSUSE 10.3 stable:   4.3.0.22, patch not present

But

libqt4 from the KDE:Qt buildservice project, by extension also KDE:KDE4:
4.30.0.83.1, patch present.  This should be built for any recent/maintained 
suse version.
