--key SeparateScreenFocus --type bool true
dcop kwin default reconfigure

BTW, what you actually want is setting that item to "true" instead of
"false":
- - true: show windows on *all screens* in alt+tab
- - false: only show windows on *current screen* in alt+tab
At least that's the behaviour here on my box, KDE 3.5.6
