This is just a shot in the dark, but log in as root in a console (CTRL+ALT+F1). Then rename /root/.kde to /root/.kde_old

Then switch back to X (CTRL+ALT+F7) and log in as root. KDE will be forced to recreate the .kde directory.

You will loose your KDE settings as root, but they should be easily enough to recover/redo.

If there is something missing in the new .kde directory, you can go into the .kde_old to get it back.
