I've got no help for you, I have seen the same problem using SuSE9.2 w/ the most recent kde (3.4.1a). Strangely the problem does not seem to occur for all users (mainly myself and root).
This statement strongly indicates a *user* (ie: user & root) problem, not a system problem. The next step would be replacing or individually altering the files under ~/.kde, not system files.
