If I remember right you can just type "k3bsetup" in a user terminal and
(kdesu) will ask you for a password. If you want to be root then you
will need to
sux (so the prog can open on the users display)
your password
/opt/kde3/bin/k3bsetup (root needs the full bath when the program is
called using this method)

Probably vagaries of different kde versions
