Edit kdmrc:
NumLock=on
The actual place of kdmrc can vary, on my system it is at:
/etc/opt/kde3/share/config/kdm/kdmrc
but check also
/opt/kde3/share/config/kdmrc
/opt/kde3/share/config/kdm/kdmrc
