It's only available for suse-9.0  You could download and install the suse9 
kio-apt rpm manually.  It's located here: 
ftp://ftp.gwdg.de/pub/linux/suse/apt/SuSE/9.0-i386/RPMS.suser-rbos

I think that it will work.
