This file doesn't exist anywhere on this galaxy.

Not on my harddisk (KDE 3.1.3, searched rpm and locate db), not on rpmfind.net 
and not on google.com. Same with any file like libkorn*

So I think, that's not the exact file which is missing, you must have a typo 
here... I cannot think of any other reason for this.

If not, I suggest to retransfer (perhaps from another mirror) and reinstall 
the kde3 packages with --force and make one thousand percent sure, that there 
are no old packages left with an old version number or something.

Perhaps you could use "strace -f konqueror >/tmp/logfile 2>&1" to find the 
process which wants this file. But there is no guarantee that this is of any 
use for you or anyone living on this world...

I can find those files on my harddrive when locating the string konqhtml:
/opt/kde3/lib/kde3/kcm_konqhtml.la
/opt/kde3/lib/kde3/kcm_konqhtml.so
