No, this is normal. I never saw a KDE update on YOU except security updates.

This is in short how to upgrade KDE:

- - backup your system!

- - download all the packages that are installed on your system from
ftp://ftp.suse.com/pub/suse/i386/supplementary/KDE/update_for_8.2/* and save
all files in one directory.

- - to be save I decided to download everything from base, applications and
development plus the language dependend file from internationalization (e.g.
for German this is kde3-i18n-de-3.1.3-0.noarch.rpm)

- - go to runlevel 3, login as root, cd to the directory where you saved all
downloaded files and run "rpm -Fvh *.rpm" (without the quotes). This way all
installed packages will be refreshed with the new versions. If you get any
error messages fix the problems first, then try again ;-)

- - as root run /sbin/SuSEconfig

- - go back to runlevel 5. Your system should now be running KDE 3.1.3
