das hatte ich auch mal,
In Kontrollzentrum->Regionakeinstellungen->Tastaturlayout war ein 
falscher Eintrag.
"Generischer 102-Tasten-(Intl)-PC in deutsch mit "nodeadkeys" hat das 
wieder repariert.

Vielleicht hilft's auch bei Dir.
