KDE 3.1 Problems and Help needed

Hi all:
I have read through all the messages relating to Kde 3.1 install problems and
I seem to remember some solutions to my problems, but seem to have gone blind
reading the messages and have not found what I needed.
Problem #1 I have lost the default SuSe background and taskbar icons. I seem
to remember someone stating that it was a matter of copying some file. Could
some one refresh my mind.
Problem #2 Kmail is complaining when opening signed/encrypted mail. I have
gnugp 1.2.1 installed and kmail options are to use it. Is there a solutions
to this.
Problem #3 When I try to install a new rpm, kpackage opens then ask for root
password. Then errors with a message saying that the file or directory does
not exist. Is there a solutions for this problem as I need to install some
rpms to complete some work.

It said Use Windows XP or better, so I installed SuSE-Linux 8.1
