This will not be enough. KDE consists of many more packages. You will not get KDE working with some of the other packages, I think.
I found on a website about Linux that these packages is all you need to have a working KDE, also when I upgraded from 3.0 to 3.0.4 I only installed these packages: kdebase3 kdelibs3 qt3 And KDE worked fine only YAST2 could not start in graphical mode, I know now that you have to install qt3-non-mt to have YAST2 start in graphical mode. Wich I did this time. :o)

Try /opt/kde3/bin/startkde
But I think that you will miss furtther packages.
As normal user I get this message: bash: /opt/kde3/bin/startkde no such file or directory.
yast -i /home/xxx/Documents/<package>.rpm
You can also use rpm directly:
rpm -Uhv *rpm
But you will have to install the single rpms in the right order. If you are sure you have all needed packages you can try to run
rpm -Uhv --nodeps *rpm
_twice_ . This will ensure that lately in the second run every package will find all files that will be needed for its installation.
The problem is not installing the packages, I tryed it first with Kpackage but i get dependencie problems. So now I do it this way with YAST2 without dependencie problems. :o) The problem is with kdeinit, I found out that it is responsible for loading KDE and for applications in KDE. So if you load a application in KDE this is done by kdeinit. Greetings Walter
