If i get this right, it looks like you have a virtual desktop that is bigger than the actual screen resolution.
That is no KDE issue but a X11 issue. Check your XFree configuration. the manpage should help. XF68Config is the one you'll want to read.

Specifically in the "Screen" section of the XF86Config file there will be a "Virtual" setting and a "Modes" section. To see what you are seeing the "Virtual" setting is larger than the "Modes" setting. You can fix this by either eliminating the "Virtual" section (preferred method) or by setting them to the same value. -- Kelly L. Fulks Home Account
