I have done all that and jpeg files may be viewed in the konq embedded viewer but they are not displayed in the preview pane of the "file open" dialogue. This is the same dialogue as the "attach file" in KMail. When composing a mail choose "Attach->Attach..." then browse to a directory with a jpeg file and select that jpeg file. Open up the Control Center->File Browsing->image->jpeg and make sure that the filename patterns box is populated. It should contain:
*.jpg *.jpeg *.JPG *.JPEG
The description should be something like 'JPEG image' and the Application Preference Order should have your viewer of choice listed first. You can rearrange the viewer preferences and add one if the viewer you prefer is not listed.
In KMail select the menu option View->Inlined Attachments.
