I have done all that and jpeg files may be viewed in the konq embedded viewer 
but they are not displayed in the preview pane of the "file open" dialogue. 
This is the same dialogue as the "attach file" in KMail.

When composing a mail choose "Attach->Attach..." then browse to a directory 
with a jpeg file and select that jpeg file. All I see is the "torn sheet" in 
the preview pane.
