I have neither, but I give it a shot: are all the settings of the system 
correct:
echo $LANG
echo $LC_ALL

Also, if only the browser shows this problem:
is this in the <!DOCTYPE HTM... section or in the head below? If so, 
then maybe apache is setup wrong or simply grep for ISO-8859-1 in the 
openerp-directory?
