No idea why you created a group "kptc". It's not necessary!
For example, if the local user you are trying it is "erik", you have to
add "erik" to the group "uucp". This will be done by the yast2 USERS
Management and NOT by the GROUP MANAGEMENT!!!!!
There is no need for group passwords or things like that!
See the attached screenshot....
It is definitely a security issue that you cannot open the modem device!
If nothing helps, please START KPTC in a konsole and send me the output
of the console!!!!

About the uucp and kptc, I now have put kptc in the group uucp.
Pleas have a look at the screendump attached to this mails.
I also attached the what happened whe I started up the kptc as user.
