That's because the gtk3 submission has not yet been approved: osc request show 45092
Look at GNOME:Factory instead ;-)

That's because I lied ;-) It's a bit more complex: + recent libnotify need both gtk2 and gtk3 to build, but doesn't link to any (it uses dlopen()) + librsvg has a gtk3 BuildRequires to build the gtk3 engine. But by default, librsvg won't force you to use gtk3. I guess a better summary is that we don't want to have anything bringing libgtk3 in an installation, unless the user explicitly starts installing gtk3 stuff.
