We can start by enabling builds for 11.0, but disabling publishing for
11.0.  That way we can get everything in a reasonably consistent state
before unleashing the packages.

Maybe it would make sense to use a different repository, with most
packages just linked to those in G:F, but with some additional patches
(to make things build) and/or with some extra deps.

But I'd rather avoid this; better to put just the deps in a different
repo.

A few people used it, but I don't think they were very happy with the
results, because nobody gave it the attention it needed to be viable.
If we can get a commitment from somebody to pay attention to the
GNOME:Factory packages on older distros, I'm all for it, but I don't
want to set up expectations that we can't meet.
