Incorrect. Use --libexecdir=%{_prefix}/lib/%{name} or
--libexecdir=%{_prefix}/lib/gnome-panel.

%{_libdir} is arch-dependent and will fail in case you call the helper
from both 32-bit and 64-bit library instances.
