It is a dependency that was added to the spec file for
https://bugzilla.novell.com/show_bug.cgi?id=66780
so the package manager is correct. It appears still to be needed:
jpr@gambit:~> rpm -ql inkscape | grep extensions | xargs strings | grep
-i skc
skconvert "$1" "$TMPSVG" > /dev/null 2>&1 || rc=1
<dependency type="executable">skconvert</dependency>
